A good editor will also use the Table of Figures to verify that the right
figure landed in the right place with the right caption.

Does this justify including it in the user-visible doc? Why not? Some users
may remember that "I saw that in a figure somewhere." I've also worked with
engineers who were very visual people and who would look up a figure they
remembered sooner than they'd try to remember a text heading.

Soooooooooooooooo, as always, "It depends!"
