Don't equate "CANNOT develop their own illustrations" with "DO not...."
I've always done my own, sometimes with the help of a professional graphics
person, especially if that person had a nice library of building blocks that
I wanted to use.
In my current company, writers do a sketch, but the company wants to
centralize all illustration resources at a location across the country from
where we are. Their rationale is that some of the artwork might be reusable
(unlikely, at best), and that having one artist assigned to do our stuff
(along with that of other groups) means that they'll get done faster and
more efficiently. Of course, we have to do the rough sketches ourselves and
allow a 6-week lead time for the artist to do our work.
Bottom line: we writers *have* the skill, but we don't do the formal
illustrations.
