I've never needed to worry about that, however, your question
suggested a good learning opportunity.
So I pulled my copy of Chicago Manual of Style, 14th edition, off the
shelf. A "customary and efficient sequence" they provide for the
front matter places the Table of Illustrations (i.e., plates, figures,
maps, etc.) right after the Table of Contents--which is where you've
placed yours.

The gist I get from Chicago is that the decision to include one is a
judgement call.
If your figures are closely tied to the text, you can dispense with a
table thereof, even if you have lots of them.
In other words, if a Table of Figures would help your audience find
the information they are looking for, include one. If not, don't
worry.
