There's your problem. It's generally not a good idea to insert pages.
At the least, it'll confound the autonumbering algorithm, as you found
out. What you need to do first is delete those extra pages. Then:

1. Add the text to the appropriate location by placing
the cursor where you want the text to appear.
2. Choose File, Import Text (or press F9)
3. Click the Options>> button if the arrows point to the
right (if the arrows already point to the left, you
don't need to click it).
4. At the bottom of the dialog screen, select the Insert at
Cursor check box.
5. Browse to, and select, the text file.
6. Click on Import.
7. Format the imported text with the appropriate tags.
8. Select Update Autonumbering (Ctrl-F2).

And Bob's your uncle.
