One of the approaches I've seen is to give the user the choice of seeing the
Flash and non-Flash version of a page. Much like a lot of pages do a image
and non-image version of a page.

You are so right! There are many pages that include IMPORTANT information
in Flash. I don't have any problems with downloading pages done entirely in
Flash, but my father's computer takes forever. Usually, this just causes the
user to give up and leave the page before it downloads. This is bad for
commercial sites who need web surfer/searchers to "view" their information.
