This survey is really aimed at the end users, not the developers. I would
suggest sending your message to some military groups instead of here.

Also, you should probably split up some of your questions, for example:
"Saving costs on paper, printing and distribution." These three could have
different answers for the three items. BTW, this particular question is one
that the end users are probably not going to be able to answer.
