Just a stab in the dark but could it be that we're
viewed as a luxury rather
than a necessity? The way I see it, if there is a
decision to make on axing
someone from development, verification, marketing or
documentation, my guess is
that the axe would fall in the documentation
department.

My two cents and a pessimistic couple of pennies at
that...
