SGML and XML are referred to as meta-languages, which are defined as "containing specialist terminology to make it possible to refer to linguistic structures accurately," according to the Oxford International Dictionary of English. Therefore, SGML and XML can be considered standards for creating other languages, and being languages themselves. SGML was the standard for creating HTML; XML is a type of "standard" for creating your own whatever-ML, no?
