The company I used to work for did this all the time (i.e., providing "base" documentation that was intended to be customized by the client). In fact, there was a chapter in the documentation that provided tips to the client for modifying the documentation and keeping track of the mods so they could easily apply future updates to the base doc. Also, we sometimes did these customizations for them, for an additional fee.

Typically, the decision to do this happens before the doc is completed. It should have been taken into consideration when deciding the format you would use for the doc. You probably would have not chosen FrameMaker if you knew in advance that a third party was going to need to change the doc.

In any event, it doesn't seem "strange" to me and is not a big deal as long as the contracts are very explicit about who owns what and any liability associated with inaccuracies in the doc...
