A far better solution is cold calls. Study the newspapers, and see who
is hiring or starting up. If a company is hiring developers, it may need
tech-writers. Then contact the companies, first by email with your
resume and then by phone (unless the company specifically requests no
calls in its ads). You'll be rejected dozens of times, but you may also
find some of the jobs that never really get advertised.
This method has become less common in recent years, partly because it's
easier to have a headhunter do the work, and partly (no doubt) because
it requires a thick skin. But it still works. After all, the best
headhunter in the world can't give you the same attention that you can
give yourself.
