Is it possible that this guy just loses the relevant bis of information? Is
he forgetting that he was informed of this stuff?

Maybe he's so used to the safety net when you're there to remind him of
these things that he just doesn't really notice them when he's informed of
them, thus he puts them completely out of his mind. And thus, when you're
not there, he doesn't remember them and thinks he never got informed. He
could have a bandwidth problem.
