But you're right. End user doesn't really apply.

Gotta take issue with this part of the posting. In fact, "End user" becomes
even more important for a process description. One could argue that the
guided end user is, in fact, the product of the process documentation, but
certainly the writer must show paramount concern for the "end user" when
describing work procedures and business processes, especially when there's
no physical "product" to describe.
