Quite so. If I remember correctly from something I read long ago, the
Germans do it like the Americans: a billion is a thousand million. The
Belgians use milliards, or they did when I lived there about 10 years ago,
while across the Channel the BBC spelled it out. Thus, a BBC news presenter
would say "one thousand five hundred million dollars" where an American
would call it 1.5 billion.
