Converting HTML Help to WebHelp

I'm having a little problem converting a RoboHelp HTML Help file to WebHelp.
When I click File/Generate/WebHelp, I get an error message: "Please Install
a Web Browser (Internet Explorer or Netscape)"

I already have Internet Explorer installed -- the latest version -- I use it
all the time. What do I need to do to get RoboHelp to find it?
