Header --aches

In Word 2000, my headers are not staying where I put them. They tend to
slip out to other sections (continuous section breaks) and even show up
on the Title page.

How can I clean this up?

I have about 4 sections I need, and maybe too many section breaks or the
wrong kind by now.
