Definitely means CAN not MUST.

Every major corp (eg IBM) I have worked for that requires forced alphas
spells this out in longhand, like "Your password must contain at least one
number and two letters, as well as being six or more characters in length"

imply to an (IT-familiar) user that it must contain both letters and
