Save as PDF or find a framemaker file viewer and provide a read-only
"public" version. Have reviewers provide markups and comments via email. I
hate letting reviewers edit the document; I want to hear "I don't understand
the third para in topic Blah" rather than have them attempt a rewrite of it.

Basically, check out the documentation change request form I have on the
HATT website, implement and use it. Don't forgot that distributing
hard-copies (only an option for local reviewers) to be scribbled on is alos
an excellent option.
