I think you mean the Free Software Foundation (its people get touchy about being called Open Source supporters, even though, to outsiders, there are more similarities than differences between the two movements). It's at www.gnu.org.

In my article on Open Source development and writers on the Techwr-l site last year, I included a list of references. Some may be obsolete now, but most should still be valid.
