Mostly true: I've heard many complaints about Frame+SGML's ability to
handle SGML and worse comments about it's lack of ability to handle
XML without a lot of post-production work.  More to the point is the
Adobe is supposed to be working on properly integrating XML publishing
into Frame.

Corel, the other major publishing software vendor, has bought
SoftQuad, an XML tools and systems vendor, and has publically
announced that they intend to integrate XML into both WordPerfect and
Ventura Publisher.  I don't know about the plans for WordPerfect, but
Graham Brown, Corel's Executive VP for Business Applications, has
publically stated that the new version of Ventura is to go into beta
testing "this fall".  Reading between the lines, I believe the testing
has already begun.

An aside to those who don't' care for Corel's products: The old
visionary-but -impractical "cut the corners and get the product out"
management was replaced a year or so ago by new management who have
committed the company to making an improved and stable Ventura part of
an end to end publishing solution.

Adobe hasn't, to my knowledge anyway, made any public comments about
producing "a complete suite to address all of those problems", but
it's obvious that Corel has.

Either way, XML publishing is not far off.
