Word & Frame --> HTML

Hello all,

I have to convert a slew of lengthy legacy documents (>50 pages) from their 
native environments (various versions of WORD, Framemaker, et. al.) into PDF 
and HTML formats for posting on the web.

In regards to the HTML format, excluding HTML Transit because of its price 
(~$5,000?), is there a particular tool that folks feel strongly about which 
can convert _both_ Frame and WORD docs to HTML?

Also, I was wondering if someone might point me to a site/book/list that 
explains the the various on-line help tools out there (e.g., RoboHelp, 
forehelp, wwp, doc-to-help, winhelp, etc.) and what one needs to consider in 
determining the most appropriate one.
