unauthorized PDF distribution

I would like to prevent a document on our intranet from being saved to the users hard drive and potentially e-mailed to a customer. I know Acrobat can prevent printing, editing, copy/paste, and can be password protected. However, is there anyway to prevent a documents unauthorized distribution?
