Bryan,

You cannot prevent the distribution of a PDF
using any of the PDF security settings in 
Distiller.

However, if the PDF resides on a server your
IT staff can set up access control list (ACL)
rules that only allow people with the approp.
credentials to access the directory in which
the PDF is stored.
