Microsoft HTML Help Workshop. See:
http://www.google.com/search?hl=en&q=%22Microsoft+HTML+Help+Workshop%22&btnG
=Google+Search

CHM is the extension used to indicate an HTML Help file.

I googled on CHM "Microsoft HTML Help Workshop", see:
http://www.google.com/search?hl=en&q=CHM+%22Microsoft+HTML+Help+Workshop%22&;
btnG=Google+Search

and then I googled on CHM Robohelp HTML, see:
http://www.google.com/search?hl=en&q=CHM+Robohelp+HTML

and got results which, at a quick glance, would seem to indicate that you
can. But don't take my word for it. Google yourself...

Apologies for the long additional sig: it is added automatically and outwith
my control.
