Aside from the obvious www.monster.com, you can get a number by opening Yahoo.de and searching for "job boerse". Better might be to try Stellenmarkt <http://de.dir.yahoo.com/handel_und_wirtschaft/beruf_und_karriere/stellenmarkt/> 

You can also submit your resume to the Bundesanstalt für Arbeit at www.arbeitsamt.de. Look for the green card program.

The STC Trans-Alpine Chapter also maintains a job board. Most of these tend to be heavy in translation work, but there are some pure tech writing jobs.

Being able to read German would be a plus when negotiating these websites, but a good percentage of the positions are advertised in English.
