I find tool tips very handy, particularly given some of the
not-so-intuitive icons I've seen on some toolbars.

I rarely use the What's This? feature, for two reasons.

1) It's usually pretty obvious, and could be explained in a tool tip.
2) Half the time, there's nothing there when I click it, at least in my
experience. So I usually don't bother to try clicking it, assuming the
worst.
