It isn't always possible to tell, for sure, but if half the interview
focuses on one's lack of knowledge of the arcane tool (despite valiant
efforts to divert discussion), then one can make a reasonable inference.

Response:

There is something even more impossible to determine, and that is whether or
not companies have declined to interview you because someone in HR
determined from your resume that you didn't have the tools. I could be
wrong, but I think that HR is where most of the tool filtering occurs.
