It costs the government many $$$ to conduct the background investigations
that would lead to a Top Secret clearance.
If a job says "applicants must possess" a U.S. government Top Secret
clearance is required, the only possible applicants are people who
received a Top Secret clearance in previous employment by the government
or a government contractor.
If a job description says a Top Secret security clearance is required,
then it is possible that you can apply and the contractor or Uncle Sam
will conduct the investigation before hiring you. (This happens with
lower-level clearances.)
The latter case would require that you have some pretty major skills that
they can't get elsewhere. For example, you speak Farsi and can translate
missile manuals from English to Farsi.
You get hired, get a quick Confidential clearance, and do some low-level
work. You work longer, get the Secret clearance, work some more, get the
Top Secret.
Bottom line: you can't buy one. If you ain't got one, look elsewhere.
