Not just in the US - at least they tell you about clearance.
After graduating (some years ago now!) I spent nearly a year being
under/over qualified for assorted jobs before applying for a job as a
trainee software tech author. Interview went fairly well (you can never
really tell unless you make a complete mess of it) and was told I'd hear
from them in about a week. About 6 weeks later I'd heard nothing (and
being very P**** off) I wrote them a very sarcastic letter thanking them
ever so much for letting me know! I got a phone call next day to say I
was on a short list and (eventually) I got the job. Seems I was being
cleared and you can't be told about it until you've been cleared.
Presumably if you 'fail' you simply don't get the job.
