John,
Presuming you can't implement any serious systems some previous respondents
suggested, 2 ideas come to my mind:
1. If you post all documents on a website (HTML) and the references to other
docs are links, you can run a link checker to detect broken links (e.g., the
document which no longer exists).
2. In each doc have a section called Applicable Documents which lists all
referenced docs. While updating the "source" doc, make sure all referened
docs are still OK (usually done by editors). It's not real time, but works.
