Technical Writers are involved at al stages in the SDLC. Normally, the SDLC
is categorized as
1. Analysis
2. Design
3. Coding
4. Testing and
5. Implementation.

If a writer is involved in all stages of SDLC, there are innumerable chances
that the documents can come up with more authenticity.

Typically, the involvement of the writers in all these stages can be stated,
to the best of my knowledge, as follows:

Analysis - Since technical writing is all about user manuals and users'
stuff, there is ample chance that the requirements of the user can be
understood in a more clear manner and developed as System Requirements. The
specs are also written by a technical writer.

Design - Most of the design documentation is done by a technical writer,
sometimes it even goes to the stage of developing the Use Cases - a part of
the design - and documenting them.

Coding - here, the technical writer is involved in the development of the
"Messages" that the user recieves, the "warnings" that the system delivers
and the like. The technical writer is responsible for the complete user
interactivity of the system that is being developed.

Testing - Here the technical writer helps in the logging in of Defect
Reports (SDRs) using the correct language and representing the correct
intention. Also, sometimes, techwriters prepare test plans and do some
testing too...

Implementation - Here the technical writer helps in the framing of customer
feedback largely.
