I have seen it recommended that anyone starting with
Framemaker files and wishing to produce any flavor of
Help should investigatge Web Works Publisher (WWP) from
Quadralay (www.quadralay.com). WWP was designed for
just this situation.
(I have no affiliation with Quadralay or WWP and no
experience with Framemaker files in this context.)
