If you don't need both flavors of RH, don't get them. We use RoboHelp to make WinHelp files. Aside from the annoyances that Word normally delivers, there are additional annoyances that come about because of RoboHelp....AND because of how the two work together. We never use the HTML side of RH.

I've made a couple of HTMLHelp projects with RH on my own and I didn't have many problems. Someone brought up a good point though, if you think you'll have to convert existing hlp files to chm, then you might want to get both. RH has a couple of very cool tools that allow you to de-compile existing help files and convert them. Pretty nifty stuff that's come in handy a couple of times.
