Not as far as I know. The links are created by Word and inserted in the PostScript output stream. Distiller is just a dumb printer that passes the link information through to the PDF. Distiller has no idea what a table of contents is or what a URL is or anything else that might be a link or a bookmark.

Therefore, all the bookmarks and links have to be created in the output stream before Distiller is even started. That's what the PDFMaker template and the CreatePDF macro accomplish.
