Not in FrameMaker itself - the files are completely interchangable. But
you may encounter font issues unless you have the same fonts (same name,
same foundry, same format [PostScript or TrueType]) for both platforms.
Ideally, you would have OpenType (.otf) fonts, but there are other
workable solutions as well.

Yes, there is very little difference between the interfaces.

The implementations of FrameMaker on Windows and the Mac are very similar
in quality, so I do not think you could say that one is better than the
other. (The main differences that come to mind is that the Windows
version is more configurable through the fm.ini file while the Mac
version includes free scriptability through AppleScript.)

Adobe has stated that FM7 will not be OS X-native, but the devleopment
team leader has recently said on the FrameUsers list that they are
evaluating the possiblity of doing an intermediate release (i.e., before
8.0 or 7.5) that is OS X-native.

In any case, you can use FM in the classic environment without serious
problems (there are some minor issues with FM6 that are noted on Adobe's
website, but those are supposed to be fixed in FM7). I am using FM6 in
this manner and have no noticable problems.
