American or not, I'd document whatever the user's keyboard says. With
most Wintel systems, the keyboard says Enter. On Mac keyboards, there is
always a Return key, which is the key most often used, and if there's an
extended keyboard (always, except for laptops) there is an Enter key as
well (which, oddly, can have the same effect as Return, or different,
depending on the software package).

Science Fiction author Spider Robinson, a Mac user, tries to explain the
difference between Mac users and Everybody Else by pointing out that
while the rest of the world rather violently Hits Return, the more gentle
and humane Mac users Touch Enter.

Regardless, match the instructions to the hardware your audience is using.
