I can only comment on one instance in my experience. The people involved were handicapped by being programmers and not writers.

Grammar was fractured, and while understandable, the text was comprehensible only after long examination to figure out what they were trying to say, and we had to have clarification from them to verify what they said was what they meant.

It would be the same if I tried to write in German. It is not a good thing. It might work ok if the writers are extremely fluent, to point of being able to think in English, but you would spend a lot of time checking the documents each time to ensure comprehension.

It would depend upon the people involved and what their capabilities were. Of course at this juncture, you also run the risk of them turning into radioactive vapor. The Pakastani-India problems are still at a very high point. These are two nuclear-armed nations with less to lose than the U.S. and the Soviet Union during the cold war. If I were the CEO of your company, I am not so sure that I would want to accept that risk to my business.
