The key concept that may help you out here is that the headers and footers
are "contained in" each of the end-of-section marks in Word (displayed as
double dotted lines across the document if you are in Normal view mode,
but likely to be invisible if you are in Page view). If you copy and paste
the
content on a section-by-section basis, being careful not to copy the double
dotted line at the end of each section, you should be able to move just the
content (and not the headers and footers) from one template to another
pretty successfully.

You are quite correct that this is *much* easier to accomplish in a
FrameMaker environment, but I think you are also correct that transferring
everything from Word to FrameMaker would be too major an undertaking
for this purpose alone.
