New employees are often started as "hourly" rather than "salaried" for the simple reason that hourly employment is "at will" and can be terminated without fuss if things don't work out. Salaried status often includes complicated termination clauses, investment and other perks requiring extra calculation, etc.

It also happens that the extra status and privileges of salaried status can be used to give a new employee a "promotion" while actually reducing their take-home pay.
