My first criticism (assuming I follow what is proposed):

When a user seeks help, they have frequently not yet found
the part of the application that they need. Given the scenario
you describe, the Help for this unencountered part of the
applciation would not be available. This seems to totally
defeat one of the purposes of Help, to introduce the user
to functions that they have never seen.

This part, however, has promise:

> from the Help menu. Then, many, many individual help files
> that are individually selected and compiled together at run
> time to create a context sensitive help system.

I frequently see requests for dynamic Help that is complete and
unified but also limited to installed modules in situations
where nobody can predict which modules will be included or
excluded.
