Going rates vary from contributor copies (copies of the magazine/journal within which you've published) to per-page or per-word payments. The rate is set by the market (magazine or journal) to which you're submitting. The more prestigious the market, the more money you'll get.....BUT the more prestigious the market, the less likely you are to be published in it, especially if you're a first-time author.

The best thing for you to do is to get a copy of the writer's guidelines for each of the markets you want to write for. The guidelines will tell you the kind of articles the market publishes, their submission process, how long it takes for them to get back to you with a reply, their pay rate and the rights they purchase. Rights will vary considerably between markets. You will want to retain as many of your rights as possible, so that you can resell the article later (you will get less money for the article as a reprint though). There are also expected formatting issues that you should be aware of.

If you don't know where to submit your article, you should pick up a copy of the Writer's Market. It lists thousands of markets, and includes their needs, their pay rates and a brief quote from the editors.
