You need to get specifics from your manager, period.
Just saying it's "AWWWful" without citing the icky
parts is mere opinion and does not warrant a rewrite,
IMO. Nail him down to actually editing it, citing
what's bad and what hes looking for. If he can't, or
won't, make note of it. Keep notes on your
interactions. Save e-mails. If it persists and you
have ample evidence that this person isn't
contributing any value to the doc effort, go to his
manager with the proof. But try to work it out with
him. Going over his head should be a "if all else
fails" move. It'll show that you've tried to comply,
tried to do good work, and tried to be productive, but
have failed by means not of your choosing.
