If your documents are "unstructured" FrameMaker, then I don't know of an easy way to do this in FrameMaker (although there may be plugins to help).

With FrameMaker 7, you get the "structured" version, as well. In structured documents, you have a separate "structure" window (a bit like an outline), which you can use to easily move parts of the document around (e.g. entire sections or sub-sections). But to be able to get to this ease of re-organization, you have to take the time to set up the structure, which can be a lot of work.

I can't go into more detail now, because we just got FM7 at work, and I'm just now reading the manual (and continuing to work in un-structured mode for the current document).
