This is probably the most significant thing you said. I'd say this guy is a lost cause, especially given his ultra-weak excuse. If you've got those good relationships with dev and/or QA, maybe you can get them to give you a heads up about important meetings scheduled by this guy, which lets you show up on cue. If you do this, it's important not to let your pissed offness show because people won't want to get involved in a feud. If you can laugh it off, make it a joke, you're more likely to appeal to people's mischievousness and they'll aid and abet you.

I also have to say that getting excluded from crucial meetings is not the sole prerogative of the tech writer. I hear the same complaints from QA, integration, and even dev sometimes (they can get excluded in high-level planning and are just handed a to-do list, which frustrates them no end for a variety of reasons valid and not). I've seen managers include and exclude in the name of power plays, personal vendettas, and simple arrogance. I've also seen them exclude for good reasons, although that doesn't seem to be the case here.
