If I understood you correctly, you are asking if this approach to writing
a user manual is practical. This is actually a convenient way of starting
the writing task. A TOC is half the job done. After figuring out the
various topics, sections etc., all you will need to do from thereon is
filling the content. But developing the TOC itself is time-consuming.
