Nope, you still have to use the -kb option--you just use it on the admin command instead.

As I included in my first response in this thread:

cvs add -kb newFileName.ext
cvs commit -m "comment" newFileName.ext

--or--

cvs admin -kb existingFileName.ext
cvs commit -m "comment" existingFileName.ext
