Maybe I don't understand the question. The _purpose_ of master pages in FM
is to standardize "the size and placement of text frames that appear on body
pages." The text frame(s) defined on a master page (unless they're defined
as background frames) appear(s) automatically on body pages that use that
master page.

FM automatically gives you default Right and Left master pages (for 2-sided
docs; Right only for 1-sided), which it assigns automatically to new pages
as the doc grows. Set these up so they accomodate most of your page layout
needs. Create additional (custom) master pages for specialized purposes,
such as the first page.

You should _never_ copy a text frame from a master page (or anywhere else)
and paste it onto a body page. You can end up with multiple text frames
overlaying each other and a complete maintenance nightmare. Instead, you
_apply_ a custom master page to the body page (Format > Page Layout > Master
Page Usage).

As Chris mentioned, FM7 lets you automate the application of custom master
pages based on content. In earlier versions, you can script something
similar.
