That's a really good point. Perhaps the "forcibly" in the original version referred to forcing the system to log the user out when the user is unable to do so normally. For example, I have used systems where, if the server thought I was logged in at the time we had a power failure or my client system crashed for some other reason, I was unable to get back into the system until the administrator had "forcibly" logged me off.
If that is the case, then all the suggestions so far would be inapplicable.
How about, "The administrator can log you off if you cannot log off normally for any reason"?
