Making everything a man page in /usr/doc would work for the technically proficient (the Unix folks) but would aggravate the PC crowd. Just kiddin' :)
If you convert your docs to HTML or another format that all user can read (pdf?) you can put in on an intranet server. CPAN has several Perl tools to convert files from one format to another.
I would suggest apache, php, and MySQL or apache, Perl, PostgreSQL if you want a database-driven website. Alternatively, you could "simply" organize your intranet into the conventional tree structure.
HTdig is a freely available search tool that you could use to search your intranet. Google is also available for your site.
