This is something that depends on your web server. Most web servers support "include" directives, which you would add to the page using Dreamweaver or whatever HTML editor you want. At request-time, the web server will import the external file and send it to the requesting client (the web browser).

You might also have an application server at your disposal (such as JRun, Websphere, .Net), which means if you are using JSPs or ASPs or some other dynamically generated file type, you could use whatever include mechanism that server provides.

It's very simple to do, you just have to check your web server's documentation.
