Many Windows-based tools create links of the form

  <a href="C:\My Documents\My Big File.htm">Read it!</a>

which is not valid syntax for a URL (backslashes, no protocol specifier, spaces, etc.).  Even if it were a valid URL, your Mac probably doesn't know anything about drive C.

The link above should look something like this:

  <a href="file:///C|/My%20Documents/My%20Big%20File.htm">Read it!</a>

That doesdn't solve the problem with the drive specification, but it's a place to start.
